Nouveau Riche is a French word that stands for "new money" or "new rich", that is obtained by people who have reached the top in the socioeconomic rank from their previous low socioeconomic rank. So in order to show this nouveau riche in Russia to the world, Russia has planned to hire good developers in Moscow for the handful of wealthy socialites to spread the word.
